Should religious, philosophical or assertions of constitutional exemptions be part of mandatory program design? [FAQ Date: April 1, 2013]

The PADOH/Partner HCP Universal Flu Vaccination Campaign website has posted five case studies that can help provide practical guidance on planning for and implementing a program here on this page: http://paHCPfluvax.org/case-studies/.

These case studies suggest that exemptions of various kinds have been successfully  integrated into mandatory programs. A range of strategies have been employed to document, review and grant requests for non-medical exemptions based on religious, philosophical and “constitutional” claims.

In most programs of which we are aware, the number of such exemptions granted is quite low as a percentage of the overall HCP population covered by a mandatory program.
